WHEEL  بدأ المشروع عام 2019 بهدف تحديث حوكمة وإدارة وتشغيل مؤسسات التعليم العالي في ليبيا. Higher Education Institutions in Libya.

الهدف الرئيسي للمشروع هو المساهمة في وضع رؤية نظام التعليم العالي الليبي لمواجهة العديد من التحديات الاجتماعية والاقتصادية والثقافية بنجاح ،بالإضافة الي إجراءات بناء القدرات ، والتطوير المؤسسي والتخطيط الاستراتيجي. التطوير المؤسسي والتخطيط الاستراتيجي.
